Gary Cullen has over 40 years of experience in the energy efficiency industry, most recently with Navigant Consulting and its predecessor company Summit Blue Consulting. His areas of expertise include energy efficiency resource assessment forecasting, impact and process evaluations of utility energy efficiency programs, residential and commercial sector customer surveys, energy efficiency program design; and electricity and natural gas forecasting. He has worked as an energy consultant in the private sector, and for the California Energy Commission and Missouri Division of Energy in the public sector.

During his tenure at Navigant, Gary was most recently the project manager for the impact and process evaluation for all of the Los Angeles Department of Water and Power’s (LADWP) energy efficiency programs and the impact evaluations for the Modesto, Turlock, and Merced Irrigation District energy efficiency programs. He has held similar responsibilities for a number of other California Publicly Owned Utilities (POUs) as well as for the impact evaluation for the Energy Trust of Oregon’s Production Efficiency Program.

In addition to his evaluation work, Gary was a chief modeler at Navigant for Energy Efficiency Potential projects. Most recently, he was the Project Manager at Navigant for the development of the Energy Efficiency Potential Studies for 37 members of California Municipal Utility Association (CMUA). He managed earlier CMUA potential study efforts in 2009 and 2012. In addition to his CMUA work, Gary developed the 2012 version of the California Public Utilities Association (CPUC) Energy Efficiency Potential Studies for the four investor owned utilities in California. He was also the lead on the development of the Energy Efficiency Potential Stu    dy for a multitude of ofter clients while at Navigant, with clients ranging from very small municipal utilities to much larger investor owned utilities across the nation. For many clients, Gary managed multiple iterations of the EE potential studies over the years. In previous positions, he was the lead supervisor at the California Energy Commission managing the staff responsible for developing the California statewide electricity forecasts.

Jack Cullen is a Partner at Anchor Blue and has nearly ten years of experience in the Energy Efficiency industry and demonstrated expertise in multiple aspects of the industry including: energy efficiency potential modeling, market assessment studies, building simulation modeling, water efficiency/sustainability studies, policy analysis and utility program evaluations. Jack’s experience focuses on energy efficiency technologies, programs, and policies for utilities and government agencies, working primarily on the demand side.

Jack’s primary area of work is on energy efficiency DSM potential modeling, bringing experience and expertise to multiple stages of potential study projects, including: initial input data collection, data mining, and measure characterization; market characterization; DSM potential forecast modeling; and analysis/reporting of results. During his time in the industry, Jack has developed extensive expertise of energy efficiency technologies and every element of the energy efficiency potential modeling process, including managing several very large potential assessments.

Angie Lee is a partner at Anchor Blue Consulting, bringing nearly 10 years of energy efficiency experience to the team. Prior to joining Anchor Blue, Angie was an Associate Director in Navigant Consulting’s Energy Practice with expertise in measure characterization, Demand-Side Management program evaluation and market assessment. Through ongoing participation in various potential studies, impact and process evaluations while at Navigant, Angie accumulated valuable experience in evaluating residential, commercial, and industrial energy efficiency programs. In addition, Angie has conducted multiple technology and market assessments for emerging energy efficiency and alternative technologies. Utilizing her knowledge in technologies and market trends, Angie led projects in standards impact analysis, energy efficiency financing, and industry assessments.

Prior to joining Navigant, Angie worked for Rocky Mountain Institute (RMI) as a Research and Consulting Fellow. Angie obtained her Master of Environmental Management and Master of Forestry degrees from Duke University. She completed her undergraduate degree at U.C. Berkeley. Ms. Lee’s interdisciplinary background in consulting, marketing, and research allows her to understand energy markets through an integrative perspective.

Bethany Foran has extensive experience identifying and installing sustainable renewable energy and engineering solutions to access clean water with a number of third world projects for Engineers without Borders and Green Empowerment. For Black and Veatch, Ms. Foran worked with electric utility substations completing design of all substation civil components, including foundation design, steel structure design, grading, road stationing, drainage, and wall design. She managed and monitored projects as a design engineer, from the scoping phase through to completion. She advised clients regarding engineering needs and project scope changes to ensure project expectations were met and aligned with standards. She developed bid packages for new work. This includes pricing out steel and civil construction needs for site development

Bethany’s work for Engineers without Borders has included the duties of being the chapter president as well as co-leading a team of 15 professionals to develop sustainable engineering solutions for third world communities struggling to access clean water. She traveled to Ostiones, Ecuador to establish a working relationship with the community for a new rainwater/sanitation project in the region. As chapter president, Bethany manages the steering committee and works with the treasurer to ensure proper funding for all project teams.
